Planning services started with a detailed Needs Assessment Study. The report included cost information used to determine the budget. The required land area was determined and the search for sites followed. Situated on a site at the edge of the central business district, with a 60-foot elevation drop, the new headquarters presented a challenge to designers. Public and personnel entrances were developed on different levels to accommodate the required separation.

The symmetrical design is dignified, while the varied heights and sloping roofs complement neighboring structures. Public features include an inviting lobby and a 40-seat training room that also serves community use. Other features include daylight for dispatchers, an electronic door access system, and secure police and employee parking.
